To fix I ran the UpdateCas.ps1 from the Exchange bin folder (c:\program files\microsoft\exchange server\v15\bin) and after that the console came right back up. I ran the KB5000871 update right from the installer package. Upgraded to CU19 and applied KB5000871 and lost access to the ECP.
